In 2002, Wallowa and Union Counties in isolated northeast Oregon joined together with the support of the Oregon Department of Transportation to snatch a 62- mile short line railroad (literally) from the jaws of a railroad salvage company. Limited freight service has been restored on the line and passenger service has been initiated by an all volunteer organization, the Friends of the Joseph Branch. This service, Eagle Cap Excursions, operates a variety of trips between Joseph at the end of the line in Wallowa County and Elgin in Union County.
